This is why it takes politics. It is about compromise. It is not either-or.
A country do not need to solve the proverty problem completely in order to host the Olympic. The problem is always the MARGINAL return of every dollar spend. When a country has spend 'enough' money on education, health, public security, etc, the MARGINAL return on these will be comparable to Olympics.
Think about the either-or world before politics. Ofcourse a world focusing on subsistense is boring. However, will you be able to excuse your conscience if by hosting Olympics, thousands had to die for it?

Sherman,
It is great. I never said it is totally bad. The buck spent on computer graphic is 物超所值! But then again, we are not given the numbers behind it, so we are really only guessing. We do not know if Mr Zhang has shop wisely and fine a cheap computer firm for the job.
